If it's not clear or you are not able to confirm it, contact your NREN and find out about the status of your higher education institution. Go to https://technical.edugain.org/status and find your NREN.
Liaise with your IT department to make sure that your university can support the deployment of the European Student Identifier (ESI) in your local information systems and b) release the relevant student attributes through eduGAIN when students authenticate electronically:

Home organisation
Email
ESI
If your higher education institution is not yet part of eduGAIN, check whether this is an option for your institution and get in touch with your National Research and Education Network (NREN) https://technical.edugain.org/status
For institutions that cannot joint eduGAIN and cannot be supported by the NREN, a specific solutions was put in place, the so called IdP of Last Resort.
